About the Course
Gender commitments frequently fail at the institutional level because policies are vague, accountability is dispersed, budgets are not aligned, and managers lack clear mechanisms for implementation. A credible gender policy must translate principles into governance arrangements, responsibilities, standards, indicators, and review processes.
This course equips participants to assess institutional gender performance and develop practical gender policies, strategies and mainstreaming systems. It covers policy diagnosis, institutional gender audits, governance structures, accountability, human-resource practices, planning and budgeting interfaces, monitoring and implementation planning.
Participants review a sample organizational policy and build a policy architecture, accountability matrix, implementation plan, and monitoring framework. The course is designed for organizations that need a usable institutional system rather than a stand-alone policy document.
Target Participants
Gender advisers and focal points; policy and planning officers; HR and organizational development professionals; government officials; NGO and development-agency managers; compliance and governance staff; consultants and institutional reform teams.

A policy drafting simulation requires participants to translate broad commitments into specific standards, responsibilities, measures, and implementation actions.
Organizational Benefits
- Produces clearer institutional gender policies.
- Strengthens leadership and managerial accountability.
- Improves integration of gender into HR and operational systems.
- Supports realistic resource planning for policy implementation.
