About the Course
Gender-responsive monitoring, evaluation and learning (MEL) must do more than disaggregate participant numbers by sex. It should generate evidence on differences in access, experience, agency, decision-making, norms, power and outcomes while ensuring that data collection itself is safe, inclusive and ethically sound.
This advanced course develops end-to-end gender-responsive MEL capability. It covers gender-responsive theories of change, results frameworks, indicator design, mixed methods, sampling, qualitative inquiry, participatory approaches, data quality, dashboards, learning agendas, adaptive management and evaluation design. Particular attention is given to measuring empowerment, social norms and intersectional outcomes.
Participants design a complete gender-responsive MEL system around a realistic programme. Outputs include an engendered Theory of Change, indicator reference sheets, data collection instruments, sampling plan, qualitative tools, reporting dashboard prototype, learning agenda and integrated MEL framework.

Training Approach
The course is workshop-intensive. Participants build a gender-responsive MEL system through indicator clinics, instrument-design labs, sampling exercises, qualitative-method simulations, data-analysis cases, and dashboard design activities.
An extended capstone requires participants to connect the entire evidence chain—from Theory of Change and indicators through data collection, analysis, learning and evaluation—into one coherent system suitable for institutional use.
