About the Course
Plans and budgets are among the most powerful institutional instruments for turning gender commitments into action. When gender analysis is absent from planning and public-finance decisions, apparently neutral allocations can reproduce unequal access to services, opportunities and resources.
This course develops practical capability in gender-responsive planning and budgeting (GRB). Participants link gender analysis to policy priorities, programme design, budget classification, benefit incidence, expenditure tracking, performance indicators, accountability and budget advocacy. The course is applicable to government, development programmes, NGOs and other institutions managing public or programme resources.
Participants work with realistic plans and budget extracts. They develop a gender-responsive planning matrix, budget appraisal, priority interventions, gender budget statement, performance indicators and a GRB implementation roadmap that can be adapted to institutional budgeting cycles.
