About the Course
Many gender inequalities persist because behaviour is sustained by social expectations, reference groups, sanctions, institutional incentives and unequal power. Information campaigns alone often fail when programmes do not understand how norms operate or how people perceive what others do and approve.
This specialist course equips participants to diagnose and address social norms within gender-transformative programming. It covers norms concepts, reference groups, empirical and normative expectations, sanctions, measurement, intervention selection, community dialogue, media and communications, male engagement, collective action and ethical risk management.
Participants develop a social-norms diagnostic, measurement questions, reference-group map, intervention strategy, risk assessment and monitoring framework for a selected gender issue.

Training Approach
Participants work with a selected gender norm and trace how expectations, reference groups and sanctions sustain behaviour. Methods include vignette design, network mapping, intervention comparison and backlash scenario analysis.
The final workshop requires participants to defend why their proposed strategy should plausibly influence the norm rather than only individual awareness.
